Government Website-group Based On"N Points One Database" Framework

In recent years, with the deepening of China’s e-government construction,sharing of government information resources has attracted unprecedented attention.However, due to various reasons, the current level of government informationresources sharing across departments is relatively difficult,"information isolatedisland" phenomenon is quite serious still, most of the information resources can not beshared or can only be shared in a limited range, bull collection and repeat constructionphenomena occur sometimes, causing the funds and manpower to the double waste.How to realize the reasonable configuration and mutual sharing of networkinformation resources, carry out the publicity of government information, reduce theconstruction and management cost, enhance the level of e-government development,has become an important topic in front of the Chinese governments at all levels.As the platform and carrier of government’s network and information resourcessharing, the integrated use of government websites is very crucial. Through analysisof the current Chinese government website construction problems, this paperemphasizes the necessity of government website integration for group, thensummarizes four basic characteristic of the government website-group, such asconnectivity, sharing, hierarchy and synergy, summarizes three functionallocalizations of the government website-group, including information publicity, onlineservices, public participation, lists technical points of the government website-groupconstruction in six aspects. At the same time, according to the national conditions ofour country and the development of e-government, deeply analyzes the maindifficulties of the government website-group construction, and puts forward solutionsto how to integrate the government websites into group.Based on the general theory of website-group research, through the survey to thegovernment website construction of HD district, this paper creatively puts forward the"N points one database" framework of website-group construction. According to thedesigning principle of "N points one database" framework, analyzes the basicstructure of HD district’s government website-group, establishes a unified system ofdomain name and the standard node domain, puts forward the database andmanagement system design, plans the column settings of door subsystem and department subsystems, studies the technology strategy of website-group’sconstruction.
