Hong Kong is recognized as one of the safest cities in the world, of which theHong Kong Police Force plays an important role. Since the return of Hong Kong, theoverall law and order situation in Hong Kong is better. And the public is satisfiedwith the performance of the Hong Kong Police Force. We can say that the publicapproves which the public service provided by the Hong Kong Police Force.This essay analyzes the public service provided by the Hong Kong Police Force.First, this essay analyzes the security situation of the Hong Kong by the publicopinion and the crime data. Then that leads the backbone of maintaining law andorder by the Hong Kong Police Force. The Hong Kong Police Force has gone throughthe colonial police stage, modern police stage, and eventually developed into aservice-oriented police stage. Meanwhile, the Hong Kong Police Force possessesgood management with a unified system, configuration optimization police, perfectincentive mechanism and perfect laws and regulations. All these provide a goodenvironment that police can dedicate to quality service and continuous improvement.And this essay measures the Hong Kong police’s public service with the PZB model.The PZB model covers five aspects: tangibles, reliability, responsiveness, assurance,empathy. The tangibles include the Hong Kong Police Force’s equipment, theworking process and the contact information. The reliability refers the high detectionrate, quality assurance in training and the perfect patrol system. The responsivenesscontacts the Hong Kong police departments’ performance pledge when they providepublic service. The assurance refers the perfect supervisory mechanism about thepolice’s public service. Lastly, the empathy mainly refers to the harmoniousrelationship between the public and police for the establishment of police publicrelations branch.
