Hate crime has existed since ancient as China’s traditional culture is suchvengeance reflect crime. In other countries, common law countries very early studieshate crime, are relatively mature in the legislative, judicial, and law enforcement.Compared with this, the country of hate crime do not pay due attention to the study ofsuch crimes and no departure from China’s traditional culture of revenge, and usethem to go to the judicial practice. At present, China is in a transition period ofsocialist modernization, and a variety of conflicts, increasing social instability, crimemotivated by hatred caused by one of them. However, hate crime in our country didnot get the attention it deserves, research on hate crime less. Therefore, the fulltheory of comparative study of hate crime at home and abroad and achieved effectiveresults that will benefit Crime reasonable qualitative hate triggered in judicialpractice, easing social conflicts and promote social development and stability.
