A Study Of The Construction Of Land Bank In The "Po Yang Lake Ecological Economy Zone" From A Legal Perspective

For a long time, agricultural economy occupies an important place in China thathas a large population; Jiangxi, a major agricultural province, urgently asks for athrive through the development of agricultural economy. However, the "three rural"economy has been stagnating for a long time, whose reasons should be traced backto the lack of courage and innovation as well as sticking to conservative ideas duringthe process of reform and opening-up. Under the condition that planned economytransforms to market economy incompletely, agricultural economy with dual systemhas existed for a long time. Agricultural finance still lingers between marketregulation and government domination, where liberal conservatism andinterventionism hold their own ground, leading the repeated adjustment to anondescript. Despite the implementation of a series of measures like the agriculturaltax reformation, the problem remains unsolved. The agricultural subsidies loans,which are government-oriented for the past decades, are strongly shocked by themarket economy; traditional agriculture, influenced by urbanization andindustrialization, has already appeared spare land and empty town. How toeffectively vitalize agricultural finance, enrich loan resources and efficiently utilizeproductive resources are the real troubles for the three rural problems.Most successful pilot agricultural land banks in China are policy-oriented,popularizing and developing through the form of cooperative. By adopting methodssuch as land mortgage, putting deposit in banks or buying shares so as to get loans,interests and bonuses from the land banks, it not only fills up the productive capitalhole, but also solves the troubles cause by peasant-workers entering into cities,which creates a virtuous cycle in agricultural finance.
