With the rapid economic development of countries in the world, large amountsof greenhouse gases have been produced and let out during human production andliving. As a result, the ecological balance of the atmospheric system has beengradually broken, leading to the trend of global warming. To make matters worse,rare severe droughts, floods and other climatic disasters occurred frequently due tothe atmospheric imbalance of ecosystem.Countries around the world gradually get toknow the importance of controlling and reducing carbon dioxide and othergreenhouse gas emissions. Under the leadership of the United Nations Conference onEnvironment and Development and the joint efforts of governments, a series ofagreements and conventions against global climate change arises as the timesrequire.Now people of all countries has raised the awareness of developinglow-carbon economy to protect atmosphere environmentApart from Introduction and Epilogue,this paper can be divided into fourparts.The first part begins with the current global climate change,leading to carbontax policy in coping with global temperatures rise and climatic disasters.Next come tothe origin and development of carbon tax as well as its concept, characteristics andtheoretical basis of its construction.The second part studies the specificimplementation of carbon tax abroad by using comparative analysis method so as toget inspiration from their advanced system and practical experience related.The thirdpart demonstrates the necessity and feasibility of imposing carbon tax in ourcountry according to our specific national conditions.In the fourth part, I put forwardthe preliminary idea of the carbon tax system construction from the aspect of law, orrather, legislative objective, principle, mode, etc.At last I optimize and improve aspecific designing scheme of carbon tax relevant factors, hoping a carbon tax legalsystem in our country can be built at an early date.
