The Crisis Management Research On Petition Work Of Grass-roots Government In Guangzhou

The petition in our country socialist construction process is one of the Chinesecharacteristic political participation and right relief system. It is the window which is one wayof the government understands the social situation, also is the channel which is the peoplebenefit expression. The petition plays a unique role in the people’s economic interests,democratic rights and the social harmony and stability. But, in the background of socialtransformation and the pattern of interests adjustment, many social contradictions in thegrass-roots government work emerge, even as the petition problems triggered mass incidents,thus jeopardizing public security and order, the bearing of social transformation and socialstability important letters, in the public crisis management is facing hitherto unknownembarrassment and pressure. Because I had been engaged in grass-roots government petitionwork, the author attempts to focus on the crisis management of the Grass-roots GovernmentPetition on the issue, and as a subject of study.The article bases on the public crisis management theory, combines with the function ofpetition work, the use of crisis management before, during and after the event, the three stagemodel of the Guangzhou crisis management work of grass-roots government research. Thefirst, this article introduces the basic concepts and theories of public crisis management,focusing on public crisis management in three stages analysis model, guiding theory and itsbasic principles; then from the accepted, grass-roots petition work relates to the status of theGuangzhou government, emphasis, processing power and capacity in four aspects, andin-depth analysis of the main performance, features and causes of the crisis, then analyzes thepresent situation and reasons of Guangzhou Local Government Petition Work crisis; then inthe base of domestic and foreign experiences and lessons of the crisis management theory,from the source control to establish and improve the mechanism of crisis managementmechanism, improve the petition work crisis, strengthen the crisis mana gement awareness,emergency support, and strengthen the periodic training mechanism five aspects, proposed theGuangzhou crisis management work of basic level government countermeasures andsuggestions.
