Today, petition for china is not a new word, emperors in Chinese history have no lack of attention to folk and traditional voice, it is the channels of communicating with the people, and it is an important part of socialist democracy with Chinese characteristics, reflecting the the organic unity of party’s leadership, people’s masters and the the rule of law, and it is an important system design. In2005the introduction of new Petition Regulations has played an important role of promoting the work of the institutionalization, standardization and procedures, and standardizing order to maintain social harmony and stability. But in the context of social transformation, the original pattern of interests and the local social order has changed, many new, complex issues are emerging at this time. Our problem handling is very lag, resulting a high level of petitions. At a view of the whole nation’s petitions, the petition work’s, especially work at grass-roots, efficiency is not high, the response of the state is not active. Petition system should be present with the need of reality. On the one hand, it is based on people’s social background, cognitive status, traditional values and way of life, more importantly, it is because of the lack of people’s expression and interest’s need, which determines people will tend to petition; even if you cancel or weaken petition, or to transfer the functions to other departments, there will still be a large number of petition cases flocked to the grass-roots government. Petition system has its basis and political advantages, so play an active role in the petition is a pragmatic attitude.To resolve the grassroots’petition is not only the general direction of China’s petition system, but also the basic point of China’s entire petition in the future."County is safe, the world will be peace ". From the organizational structure, the county government in China is an important grass-roots level, and the basic unit of work, which has a strong ability to integrate the resources of governance and social mobilization. From the petition work, county is the birthplace of petition activity, which reflects the center of social conflicts, and it is the basic of solving problems. Therefore, this article makes an overview of the grass-roots’petition research; then, in the second part, put a depth analysis of China’s petition system definitions and state the foreign model and the progress of petition. In the third part of this paper, as the example of xi’an, summarize the problems and the pressures of petition’s work. As surveying the relationships of pressure and performance, the author has summarize the characteristics of petition case. The last part of the article focuses on grass-roots petition system’s design. It includes three parts, as it is the whole framework, the specific content of process, and grass-roots petition sustain system.
