Research On The Assistance And Management System Of Urban Beggars

In2012, a group of pictures insanely traveled all over the internet, showing thatlots of cement cones were built under the overpass in Guangzhou. The Urban andRural Areas of Guangzhou City Construction Committee admitted their responsibilityof the action soon, and confessed that the purpose was to prevent beggars sleepingunder the overpass in which way would have a very bad effort on the city appearance.The reveal of these photos triggered some heated debate about the legality andrationality of the actions and policies against the beggars. Since then, the assistanceand management system of beggars started drawing lots of attention from all sectorsof society.“In order to assist, educate and resettle the city vagrants and beggars, as well asto maintain the social order, stability and unity,” The State Council promulgated the“City Vagrants and Beggars Housing and Repatriation Measures” in1982, whichestablished the housing and repatriation system. The system had a good intention fromthe very beginning, however, for various reasons, it failed to guarantee the humanitythe beggars deserve. In March of2003, the “Sun Zhi Gang Events” led to a deeperquestion and meditation against the constitutionality and legality of the system. Afterthe NPC Standing Committee received query letters from3doctors of jurisprudence,the State Council soon promulgated the “City Vagrants and Beggars assistance andmanagement measure” replacing the “City Vagrants and Beggars Housing andRepatriation Measures”.The latter legal document is in accordance with the relevant provisions of theLegislation Law, which is apparently more humane than the former one. But in fact,during the ten years putting into effect,“Assistance and Management Measure” didnot fundamentally solve the regulation problem as expected. Instead, it created manyproblems, which all led to a difficult problem needed to be solved by thegovernment——How to assist and manage the beggars.This paper is divided into4parts, discussing the assistance and managementsystem of beggars. The followingpart focuses on the analysis of the current situation and problems in assistance andmanagement system from two aspects of passive and active.On the basic of above, the last but the most important part comes up with someadvice about how to improve the assistance and management system.
