Innovative social management and building a harmonious society is a look at the lack oftrust in the past, a rare opportunity to improve cooperative governance. This paper attempts totake comparative studies and literature research methods, around the performance and thecauses of the crisis of confidence in the cooperative governance between of government andnon-governmental organizations (NGOs) for the post-crisis era to restore the trust between thetwo and make perfect cooperative governance in the human, organizational, psychologicaland cultural aspects of the indispensable support. Involves three main aspects: First, perfectthe cooperative governance rebuild trust in the system based on the Government to promotethe relevant departments of the micro level, the work of the social nature of the services andservice functions transferred to the NGO; Government to expand the to purchase officialservices to the NGO; government has increased its training of NGO personnel; preferentialtax policies of the government to improve NGO; government improve the promotion of thehealthy and orderly development of NGO legal protection. Second, to enhance theorganizational strength of rebuilding trust in the cooperative governance, including improvingthe institutional building of the NGO, to improve the organization and management of non-governmental organizations, and the introduction of market mechanism NGO; Third,strengthening the governance of cooperation and trust the reconstruction of the capital input,including the perfect cultural capital input, improve the physical capital input, improve thehuman capital input, improve social capital input.
