Globally, countries and organizations around the world actively explore effectiveregional cooperation and governance so as to create new governance modes which cansolve governance predicament and satisfy the need of regional governance from apractical point of view and formed a great amount of cross-domain governance modeand innovative practice.Our country has made many prominent achievements in several domains likeregional economic development and domain governance through a series ofcross-domain governance policy which is highlighted by regional cooperation planand regional coordination meeting. However, cross-domain governance mode havessuch problems not to be neglected as the singleness, extensive governance process andlow governance efficiency. In Japanese wide-area administration, it has abundantgovernance mode, intensive governance process and high governance efficiency. Thetwo countries are all unitary and continental legal system, the relationship between thecentral government and local government, local government and local government hassome kind similarity and comparability. If the Japanese wide-area administration(local government cross-domain governance) is analyzed systematically, it maybenefit China while governing the above problems.Based on the above question consciousness, the dissertation is expanded. Thedissertation mainly consists five parts. Firstly, the dissertation sorts through thetheories about Japanese wide-area administration. The connotation of wide-areaadministration changes with the changes of context and it embodies wide-areaautonomy, the merger of basic autonomy, wide-area administrative plan and wide-areacommon processing mechanism. And the wide-area common processing mechanismincludes the connotation and core of local government cross-domain governance and itis the key point of the research category. The key that wide-area common processingmechanism functions lies in the supporter and operation mode of concrete wide-areaadministrative mode. The second part typed the Japanese wide-area administrationmode and summarizes the historical evolution of each type. The conclusion is that theJapanese wide-area administration mode is the supplement mechanism of autonomymerger policy. The third part mainly researches the current situation and application ofJapanese wide-area administration mode. By examining the six-year consecutive data of Local Autonomy Governance Investigation from the Year1998to2010, thedissertation analyzed the developing tendency of each mode, application recent yearsand made a empirical statistics analysis. Besides, the theory tools like contingencytheory and new governance theory are also used to analyze the characteristic,application of current situation. The forth part is the case research and the subjectinvestigated is the wide-area union mode owning the highest legal rights which is oneof the modes in wide-area administration. The concrete case is the wide-area disasterrelief action in East Japan Earthquake about Kansai wide-area union. The dissertationtries to further and lively master the processing and organization mechanism in theconcrete application process of wide-area union mode. The fifth part is theenlightenment of concrete development and application of Japanese wide-areaadministration mode on the cross-domain governance development in China. Themain contents are diversified development of cross-domain governance mode, thechangeover of the governance target from regional economic development domain toregional public service domain and the application of progressive reform in thecross-domain governance mode development. The last part is the epilogue and thelimitations of the dissertation.
