Using the Stackholder analysis in economics, the paper through to empiricalresearch and analysis of the malignant events caused by the housing levy andcompensation, introspecting the interest factor behind the illegal behavior.Combine the specificity of housing levy and compensation, writer summarized theissues in administrative accountability at present, furthermore, offered theinstitutionalized construction path of administrative accountability in this field.The paper is divided into five parts:The first part deals with some theory problems related to housing levy andcompensation. Based on reading relevant literature, writer analysis the element ofadministrative accountability and define the connotation about it. As well,administrative accountability is not a new subject. Writer choose the field ofhousing acquisition and compensation for the concern of the specificity in this field.The second part mainly to the present situation about the administrativeaccountability in the field of housing levy and compensation, combined with thepractice,this paper analysis the difficulties in the implementation of “state-ownedland on the housing levy and compensation ordinance”. Form the view of text andpractice, writer described the present situation about the administrative accountabilityin the field of housing levy and compensation.On the basis of the second part, the third part point out the problems in the practiceof administrative accountability in the field of housing levy and compensation, suchas the lack of related laws and regulations, and the problems about accountabilitymechanism and procedure. In fact, administrative accountability caused by thehousing levy and compensation is not rare in practice, but it have not formed anormalization mechanism. If illegal levy and compensation behavior can causeadministrative accountability to a large extent depends on media attention degree andpublic opinion pressure. The so-called accountability is a kind of pressure accountability, namely a temporary “confessed” that the government make face thestrong pressure of public opinion. This kind of arbitrary “confessed” is not fair to boththe accountability of the object and the people who involved in the levy. Therefore,the institutionalization of administrative accountability is necessary.The fourth part is mainly to the institutional construction path about theadministrative accountability in the field of housing levy and compensation. First ofall, we need to solve the legal basis of the accountability, it is suggested that graduallyspread the legislation of administrative accountability in the national level. Secondly,we need to make a clear rules with regard to the responsibility division, theaccountability of situation, the accountability of the subject, object, procedure and therelated legal system. In addition, we still need to perfect the accountability of thesystem, in order to make accountability workable.
