The Study Of Good Grassroots' Normalizative Governance In Housing Levy

In recent years,with the accelerated pace of China's urbanization,big cities in order to promote their own development and economic strength,the housing levy is on a large-scale.On the one hand,the housing levy improved the whole appearance of the city,promoted the development of economy,and increased the living conditions of some residents.On the other hand,because of the government's anomie in the housing levy,a considerable number of people's legal rights have been infringed,even violence and blood mass events have happened,so the contradiction between the government and the expropriation has become an important factor that affected social harmony and stability.Based on the regulations of housing levy and focused on the theory of good governance and administrative procedure,this paper is to study good grassroots governance in the process of housing levy.This paper conducts in-depth view of the typical cases analysis of housing levy in B District.By analyzing these typical cases,to summarize the problems of the administrative behavior of the grassroots government.On the basis of this,the author analyzes the causes of the above-mentioned anomie,including the government self-interest,the lack of laws and regulations,the lack of citizens' participation right,the lack of supervision and punishment mechanism and so on.Therefore,the author puts forward the relevant suggestions to regulate the administrative behavior of the grassroots government in the of housing levy on the theory of good governance and administrative procedure.It is necessary that the governments need to put itself in the right position,construct the process restraint mechanism in the housing levy,protect the citizens' rights,perfect the supervisory mechanism,to ensure the housing levy,protect the lawful rights of residents,regulate contradiction between the government and residents,and thus maintain the social harmony and stability.
