Diaoyu Island and its affiliated islands (Diaoyu Islands), with a uniquegeographic location and located in the northeast of Taiwan Island to the east ofcontinental shelf of the East China Sea in the east of Chinese Mainland, is an islandon the west of Okinawa Trough. The “Diaoyu Islands disputes” have graduallydeveloped into a global question that covers state politics, economy, culture, military,diplomacy and other factors.With a long history, Diaoyu Islands frequently occurred in the conferring recordof Ryukyu Governor in the ancient times of China in Ming and Qing Dynasty. TheSino-Japanese Naval Battle of1894was the blasting fuse of Diaoyu Islands issuesand it was the first time for Japan to take substantial actions of Diaoyu Islands thathad been coveted for a long time; after WWII, the US government hosted Ryukyu andthen returned the administration right of Ryukyu to Japan, which made Japan openlysteal Diaoyu Islands in the international position. In the “Diaoyu Islands disputes”between China and Japan, US has always participated in such disputes and US hasaffected the direction of Sino-Japanese relationship; however, the development ofUS-Japanese relationship, especially the Treaty of Security and Safeguard BetweenJapan and United States and US-Japanese joint military drill, also has imposedinfluences on the director of “Diaoyu Islands disputes”. In the history, theSino-Japanese “Diaoyu Islands issues” have always been in disputes, especially since2010that the State Oceanic Administration of China announced the baselines of theterritorial sea, conducted normal cruise and divided the air defense identification zone(ADIZ) of East China Sea, and Japanese government named four affiliated islands ofDiaoyu Islands, purchased the land of Diaoyu Islands and conducted cruise of DiaoyuIslands. The behaviors of the two countries have brought an upsurge of a new roundof “Diaoyu Islands issues” and led to tight mutual relation and decrease of economicand political exchange. According to the “Balance of Power” theory in the international politics, everycountry is inclined to prevent hegemonic power through certain balance of powerpolicy, so as to maintain their own interests and status quo. Based on the currentsituation of Sino-Japanese game in the marine power, this paper pries into the marinestrategy of China and Japan by studying the compilation of marine laws andregulations in China and Japan and the functional department in charge of marineadministration affairs, plans the development of future marine military power bystudying the marine military power of China and Japan, and get the difference ofChina and Japan in treating the marine issues by studying the marine awareness andmarine culture, so as to improve the marine acceptance and strengthen the marinestrategic trust.On the other hand, the research on precedential international marine disputesprovides a possible scheme of solving the “Diaoyu Islands issues”. By taking thePulau Batu Puteh Battle between Malaysia and Singapore, Falklands War betweenUK and Argentina and the cooperative development between Australia and EastTimor as examples, this paper provides possibility of solving Diaoyu Islands disputesand references to solve the marine disputes in China.Finally, this paper proposes the prospect of solving Diaoyu Islands disputes.There are three parts: Part I presents the method of alleviating the marine disputes atthe current stage-dispute suspension and mutual protection; Part II proposes todevelop the marine strategy according to the current marine policies of China, so as tomake Japan and international community know our marine development strategy; PartIII shows that to solve the “Diaoyu Islands issues”, it is required to strengthen theinternational cooperation, build new partnerships between great powers, and perfectlysettle the Diaoyu Islands issues through the economic and political trust.
