The Research Of The College Teachers’ Pension System In Our Country

As the implementation of the Pilot Program about the Endowment Insurance System Reformation of Public Institutions (No10Document in2008of the State Council) and the formal introduction with the Trial Measures for Occupational Pension of Public Institutions (No10Document in2008of the State Council) by the State Council, the endowment insurance system reformation of public institutions in China has officially started. Currently, college teachers’ pension system in our country lags seriously. It makes many problems with the stability of the talent team, as well as the motivation and job performance of them. Those problems are not adopt with educational reform in colleges, and also hinder the establishment of multi-level endowment insurance system. So, it is quite necessary to build an occupational pension system for college teacher.At present, the research of occupational pension system for college teacher is mostly from economics and sociology by domestic scholars. And they have obtained some achievements. Few scholars research it from the perspective of law. In my opinion, it’s best to establish occupational pension system for college teacher with law. So, this paper analysis the necessity and feasibility of the establishment with occupational pension system for college teacher from the development situation of occupational pension system in enterprises and institutions. And it gives opinions about building legal system of occupational pension for college teacher, and get the experience from developed countries.This paper is divided into five chapters.Chapter one gives definition to teachers’ occupational pension. It mainly explains the concept, and also gives knowledge with the property, function, characteristic and legal system.Chapter two is the establishment and development of the occupational pension system. Mostly focus on introduction and analysis of enterprise or public institution’s occupational pension system in our country, and gives a tentative exploration with occupational pension system in college.Chapter three is the necessity and feasibility of the establishment of occupational pension system in college in our country. The analysis of necessity is mainly about the social endowment insurance system in college, combination of endowment insurance system with enterprises and institutions, reforms of the personnel system in college and so on. The analysis of feasibility is mainly from the aspect of policy, economy and technology.Chapter four learns the experiences of occupational pension legislation in college from foreign countries. To summarizes the experiences by comparing occupational pension system in college between America, Britain and Canada. And get inspiration to service the establishment occupational pension system in college within our country.Chapter five gives opinions about constructing legal system of occupational pension in college in our country. It firstly gives out the guiding concept and the basic principle of the teachers’ occupational pension system in law in college, so as to determine the position of the teachers’ occupational pension system in law in college. On this basis, to give opinions about pattern selection, fund-raising, fund management, payment, etc.
