With the development of industrialization, industrial civilization syndrome was generated in America during the late19th and early20th century with chaotic economy, moral degradation and political corruption. During this time, the adulteration of food and drugs was quiet serious.Owning to the states’ inability to cope with the problems of food and drugs, the federal government issued Pure Food and Drugs Act, so as to take more duty in the field of public welfare. The act was the first comprehensive federal food and drugs regulation act in American history, and a significant milestone on the path to regulate food and drugs. The federal government participated in the field of food and drugs which was traditionally under authority of states, which revealed the trend of federal power expansion.
