Exploring The Crowding Out Effect In The Charitable Field

In recent years, Chinese charity has developed rapidly and played increasinglyimportant roles in helping the vulnerable groups, easing social contradictions andstabilizing social order. At the same time, our government has continuously exploredthe new pattern of charitable development. The charity policies and regulationsbecome densely, as well as the charitable financial support. Charitable development isa system engineering, which should reconcile the government with charitableorganizations and citizens to form the organic interaction pattern. However, not onlyis the development level of Chinese charity low at present, but the charitableregulation also needs to be further. What‘s worse, the benign interaction ofcooperation mechanism has not yet formed. As a result, the government’s charitableexpenditure, to a certain extent, has extruded the charitable organization’sdevelopment space, reduce the marginal utility of the public social donations and failto cultivate our social organizations. In conclusion, it is not conducive to the healthydevelopment of charity.Combined with the State and Society Theory, the Third Party ManagementTheory and the Governance Theory, this article is used the literature research method,comparative research method, empirical analysis method and conduct an in-depthanalysis of the crowding out effect in Chinese charitable field, which includecrowding out effect‘s concrete forms, negative influences and the causes of thephenomenon. Further, on the basis of the actual situation in our country, severalcountermeasures and suggestions are put forward to effectively solve the problem ofcrowding out effect: establish the charitable network governance mode from threeaspects.To be specific, on the government level, we should adjust the supply mechanismof charity service and perfect the charity management system, legal system and taxsystem, which can optimize the development environment of the charity; On thecharity organization level, we should improve financing fundraising specialized skillsand strengthen the charity‘s internal governance and self-discipline, which contributeto charitable organization’s credibility and public charity enthusiasm; On the publiclevel, the citizens should set up charity accountability concept and take the massmedia supervision effectiveness. At the same time, the authoritative third-party evaluation mechanism should be established, which can help to promote the socialcharitable confidence, guide the benign development of the charity, and then the"good governance" of charity will come true.
