The impact of natural disasters is a very serious country, but also has many types of disasters, the frequency is very high, involving a very wide geographical and spatial characteristics seriously affect the orderly development of a healthy society. Research and analysis of existing views, I believe that natural disasters administrative relief refers citizens when natural disasters due to a sudden attack, their basic living can not be effectively protected themselves and their families the right to life is seriously threatened, the state or government to give its material assistance or with substance-related state or government and the interests of a specific administrative act of life to help.At present, China’s natural disaster relief legislation in the administration of the "Emergency Response Law" relevant content for administrative rules, regulations, and local laws and regulations of individual natural disasters,"Natural Disaster Relief Regulations","National Natural Disaster Relief Emergency plan" as well as national and provinces to develop emergency plans, etc., constitute the administrative relief of natural disasters, the legal system. Through the basic theory of natural disaster relief and ongoing administrative legal system for analysis, we can see that the inadequacies of the administrative relief of natural disasters, there is unity in the legislative system and related aspects.
