J.S.Mill is a famous philosopher and economist from the British, he is a classicalliberalism thinker who have great influence in nineteenth century, the putting forward ofrepresentative democracy theory played a role that cannot be ignored for thedevelopment of democratic system. According to the theory of representativegovernment as the research object in this article, based on the background and content ofrepresentative democracy theory, to further explore its characteristics and significance ofrepresentative democracy theory, in order to reveal the value of representative democracytheory about promoting social progress and improving the democratic theory.This paper can be divided into four parts, the first part mainly introduces theoreticalbackground and practical background about the representative democracy theory, thetheoretical background includes three aspects: classical liberalism, utilitarianism andrepresentative democracy theory; realistic background is mainly derived from theinherent disadvantages of exposure that traditional direct democracy and the rapiddevelopment of capitalist economy in the19th century. The second part of the articlemainly introduces the basic content of representative democracy theory, including fouraspects: good democratic system mode, the organization form and limitations ofrepresentative government, election and voting of the representative democracy and otherissues related to the representative government. The third part of the article summarizesthe main characteristics of representative democracy theory, including the dialectical andcomprehensive that constructs the representative government rules, the eclectic ofrepresentative democracy theory, the high vigilance of majority tyranny and thecombination of democracy system and citizen education. The fourth part is evaluation ofrepresentative democracy theory, put democratic theory into today’s social environmentto investigate the value and limitations.In this paper, integrated use the literature method, history method, descriptivemethod, combines the theory and reality method studies of representative democracytheory, in order to lay a certain foundation for those study representative democracy theory and western democratic theory. What’s more, I hope that this study can alsoprovide some references for the construction and development of China’s democracy andenlightenment.
