John Stuart Mill was a British famous philosopher who was a great Classical liberalism thinker of the 19th century.The formulation of his-representative government theory has played an important role in the development of democratic system.At that time the United Kingdom was in a big change of the times,and social transformation was an important feature of this period.The United Kingdom experienced the industrial revolution,its political,economic conditions and the contrast of class strength have undergone new changes.At the same time,various social trends were prevalent in British and European,also scholars came forth in large numbers.These have had an impact on the formation of Mill's political ideology.He proceeded from the basic principles of utilitarianism,through the comparative analysis of government and authoritarian government in promoting citizenship and social development,he came to the view that "the best government form is the representative government".In the government's structural design,he advocated the strict division of power boundaries between the central and local,and gave the local government full autonomy.Meanwhile,Mill also advocated the reform of parliamentary elections,and divided the relationship between parliament and government clearly.In his view,the functions of the parliament are to supervise and control the government,to become the place which is for reflecting the people's demands and expressing views.This paper takes Mill's representative government theory as the research object,and introduces the background and content of the representative government theory to dig out the characteristics and significance of the representative government theory in depth,thus revealing the value of the representative system in promoting social progress and perfecting the theory of democracy.The thesis is divided into three parts.The first part mainly introduces the theoretical background and realistic background of Mill's representative government theory.The second part mainly introduces the basic content of Mill's representative government theory.The third part is the evaluation of Mill's representative government theory.This part puts the theory in today's social environment,so as to examine its value and limitations.Mill's representative government theory not only has a great influence on the politics and government of Britain,Europe and the United States at that time,but also has some practical significance for many countries that are developing and improving the representative system.
