China’s retirement system still use the system design in twentieth Century50years,unified by age retirement, along with the rapid development of the national economy andcomprehensive national strength increasing, and the aging of the population of the worlddevelopment trend, the current retirement system has exposed the single, rigid shortcomings,no longer meet the current condition of our country. The retirement policy neglect the industrydifference and the difference of labor produced a series of social problems, caused manycontradictions and disputes, is not conducive to social stability. Therefore, it is very urgent toface up to the problems of the retirement system reform, and from the results of the pilotflexible retirement policy in Shanghai city’s point of view, China has subjective and objectiveconditions of flexible retirement system.
