China’s retirement system still use the system design in twentieth Century50years,unified by age retirement, along with the rapid development of the national economy andcomprehensive national strength increasing, and the aging of the population of the worlddevelopment trend, the current retirement system has exposed the single, rigid shortcomings,no longer meet the current condition of our country. The retirement policy neglect the industrydifference and the difference of labor produced a series of social problems, caused manycontradictions and disputes, is not conducive to social stability. Therefore, it is very urgent toface up to the problems of the retirement system reform, and from the results of the pilotflexible retirement policy in Shanghai city’s point of view, China has subjective and objectiveconditions of flexible retirement system. According to the characteristics of China’s socialeconomy and the population, regional development is not balanced, implement the flexibleretirement system is more suitable for the situation of our country.The paper based on the theory of social security, human capital theory and related theory.The text is divided into six parts, the first part, mainly summarizes the existing researchresults, the theoretical basis of this paper, the introduction of the research methods, the logicalframe and innovations. Part of the second chapter "the flexible retirement systemunder thesocial security system in china ", through analysis evolution of the system and current statusof retired in China, puts forward the existing problems. The third chapter "analysis of thenecessity and feasibility to implement the flexible retirement system in our country", to laythe foundation for how to implement the flexible retirement system discussed below. Thefourth chapter " the successful experience of domestic and foreign elastic retirement system,research the pilot flexible retirement policy in Shanghai and developed the flexible retirementsystem, sums up the useful experience.The fifth chapter "the design idea of the elasticretirement system ", introduced the related factors of the implementation of a flexibleretirement system should be considered, the path of institutional design. The sixth chapter"suggestions" the implementation of the flexible retirement system in our country, based onthe fact that China retirement system is backward and the main difficulties of currentretirement system, This phenomenon should be improved through implementation of aflexible retirement system, in order to provide reference for China’s reform of the retirementsystem.
