Statutory powers is the most significant feature of modern government and themost basic conditions, as one of the main sources of public policy, governmentregulations play an increasingly important role in public administration. However, theintroduction of a government regulations, need to go through the game and constantlycompromise takes years or even ten years, and ultimately may not be a good law.With the ever popular concept of public service and administration according to lawcontinues to advance, the need for people to begin to develop some governmentregulations, feasibility reflection, requires the government to develop and implementregulations to carry out assessments voice rising.On the other hand, almost all government regulations to develop and implementprocesses, have had varying degrees, directly or indirectly, the costs and benefits, inorder to be effective allocation and use of resources for the purpose of internal marketrules to evolve into political and legal logic, thereby affecting the development of allaspects of public policy. Therefore, we need to carry out cost-benefit analysis ingovernment rule-making process to ensure that the final implementation ofgovernment regulations can produce the greatest benefits.In this paper, the theory and research methods in public administration, law,economics and other disciplines, and explore the basic theory of cost-benefit analysisof government regulations, introduced some mature experience of advanced countries,and on this basis,"the lowest of Henan Province wage,"the provincial governmentregulations, for example, the use of cost-benefit analysis methods and to carry outmore in-depth assessment and government regulations on how to improve futurecost-benefit analysis system proposed.
