As the Chinese Communist Party’s overall organization of leading the public movement of workers, the Department of Labor Combination Secretary was established on August11,1921and ended on the eve of the Second National Labor Congress which was held on May1,1925. During this time, it did a lot of work for the expansion of the party’s cause and the liberation of the working class promoted the propaganda and education of Marxism-Leninism for the workers, helped the workers to organize trade unions, mobilized and organized the strike under the leadership of the young Communist Party of China, and carried out a series of struggle for anti-imperialist and warlords.This study focuses on the Department of Labor Combination Secretary’s work in Shanghai, elaborated and analysised this department’s established time, nature, purpose, mission, and cause. This organizational structure of the department was similar to the simplification cf the party, and its key emphasis was propaganda and organizational work which was founded to meet the party reality in the initial phase. At the same time, its members were communists and the socialist youth league members who engaged in the labor movernent. The department was funded mainly from the Communist International, and it carried out work through the country by propaganda, such as setting up a variety of educational institution such as schools for children of workers, evening classes and cram schools. In addition to overcome the limitations of workers knowledge and conduct their class consciousness,The department set up six branches its official newspaper is "Labor Weekly" and "Workers Weekly". Owed to the department, mass strikes were changed from spontaneous to conscious and the first high tide of labor movement was realized. Even after the massacre on February7,1923and the mass strikes were shrouded, the department also did a lot of work to lay the foundation of the high tide of the great revolution. At the same time, the department contributed to the perfection of China’s labor legal system by modifying the labor laws. The department had greatly advanced the process of the Chinese revolution, realized the unity of the working class and promoted the development and growth of the Communist Party of China by leading and organizing mass strikes. In the absence of staff and substance, the department had also tried to overcome the limitations of workers knowledge and cope with numerous gang forces.The department made effective propaganda, education and organization in the depth of frontline workers based on the national conditions such as low quality, difficult life and serious oppression, and then carried out the practice of strikes of which the main aim changed from economy to politics. The working procedure and ethos were precious wealth and worth referencing.
