As A community legal counsel, lawyers work at the community, which is based on the local legal resources in Guilin, it□s neither purely initiated by lawyers’ groups, nor undertaken by the government. It□s a new Legal Service of social composite body-type and the important part of the public legal services. It builds with the party politics circles, the practice of law, academia, the media sector, which called "four circles linkage" or " four in one", specifically, lawyers and legal experts act as the main body; the Bar Association leads to take charge; party committee, judicial and administrative departments guide and coordinate, street communities support and cooperate; and the media promotes. With the rapid economic development in Guilin, quickened urbanization, increasing market competition of legal services, it has become a trend to develop the lawyers□new services market. However, the communities are the basic units of communication in people’s lives, community legal service market holds a great potential. Gratis service drives to paid service, so that let legal services deep into the community. It□s becoming people□s general consensus, and it has a negligible effect to create a legal environment for our communities and to achieve the harmony of our communities and society.This thesis starts from the perspective of the grassroots people’s livelihood, using the survey interview, comparative analysis, specification analysis and other methods.
