| The village and community is the basic social unit in our country.While,along with the deepening of urban-rural integration and the accelerating process of urbanization,many problems emerge in an endless stream in villages and communities.For example,in villages there are problems of land circulation,land compensation and left-behind children.In communities,there are problems of influx of extraneous people and protecting of the vulnerable groups.At the same time,with the change of interest pattern and the diversification of economic components,kinds of various unstable factors arose,which have brought difficulties and pressure to the management of villages and communities.In order to strengthen the management of villages and communities,to promote the rule of law construction in villages and communities,and to enhance the legal awareness of grass-roots cadres and masses.The nation,provinces and municipalities have issued calls that we should speed up the construction of public legal service system,enhance the ability of villages(communities)to innovate grass-roots social governance using the the rule of law,and guarantee the legitimate rights and interests of the grassroots.In 2017,S District of Zaozhuang City launched the program of "one legal adviser per village(community)" in the whole district,aiming at building a new order of rule of law by promoting the extension of legal services to the villages and communities,enhancing the legal awareness of the grass-roots cadres and masses and promoting the construction of democracy and rule of law at the grass-roots level.In the new order,we manage village(community)public affairs by the rule of law,resolve conflicts and disputes by the rule of law and safeguard the legitimate rights and interests of the masses all by the rule of law,so as to build a harmonious and stable social.While in the actual practice,the program faces many problems in personnel selection mechanism,operation mechanism,supervision mechanism,assessment mechanism and exit mechanism.This paper analyzes the working mechanism of " one legal adviser per village(community)" in S District through the methods of literature research,questionnaire survey,interview,etc,and analyzes the problems that appear in it.Then,starting from the six aspects of optimizing the personnel selection mechanism,improving the operating mechanism,improving the guarantee mechanism,enhancing supervision,reforming the assessment mechanism,and establishing an exit mechanism,we put forward an optimization plan for improving the working mechanism of " one legal adviser per village(community)" and make suggestionsto promote this work in S District. |
