China’s power industry has experienced a reform from monopolized by the state completely to introduce competition to the industry.This reform has achieved some success, but the grid corporations gained the market dominance in the relevant market because of the State monopoly business model. Due to the drawbacks of the legal regulation system,the grid corporations uses its dominant market position to implement various behavior to impede or restrict the market competition. These behavior not only damage the legitimate rights and the interests of consumers, but also hinder the pace of electricity reform.So we must put some research on it.In this paper, I use the research methods of theoretical,empirical,normative historical,comparative and combining with large amounts of data, based on the successful experience of foreign countries.in the first part, first of all, defining the word of industry and grid corporation.Secondly, reviewing the reform process of the evolution of the electric power industry and the change of market structure Finally identifying the market dominance of grid corporations by analyzed the market share in the relevant market and combined with other factors. In the second part, pointing out the concrete manifestation of abusing of dominant market position in grid corporations, for example, a monopolistic high prices, specific transactions, refuse to contract,attach unreasonable trading conditions,and the cross-subsidies.In the third part, analyzing the legal regulation system of abuse of dominant market position in grid corporations in our country from competition law and trade legislation.In the fourth part,giving some suggestions. First, from the macro level, by drawing on foreign experience, the power system is proposed to promote the separation of transmission and distribution, the separation of the distribution and selling. Secondly, giving some suggestions on legal regulation, including the Anti-injustice Competition Law,Anti-monopoly Law and Industry legislation, the structure of the relationship between the industry regulator and the competition law enforcement agencies.
