On Problems Of Social Management Of Urban Villages

During the years of reform and opening up, the rapid advance of industrialization andmodernization were accompanied by the unprecedented pace of urbanization we have. Some ruralvillages that have been surrounded by the rapid outward expansion of China’s cities become urbanvillages (also known as the village in the city or chengzhongcun in Chinese) gradually which stillremain a rural model in land ownership, household and administrative system. Urban villages are theresult of the system of dual social structure of the process of industrialization and urbanization.Furthermore, a series of economic and social management problems emerged in relation to our partycommittees and governments. It will have a very important significance to balance rural and urbandevelopment, to implement the comprehensive construction well-off society and to build a socialistharmonious society by strengthens management of urban villages scientifically and reasonably.Pingxiang city belongs to central underdeveloped regions, based on resource-based mining cities,villages problems emerged later. But with the increasing depletion of resources, urban transformationled to the rapid expansion of urbanization, thus the problems of urban villages has become increasinglyprominent. Anyuan District, the main urban center of Pingxiang city, is political, economic and culturalcenter of Pingxiang. In other hand, Anyuan is forefront, vanguard and the demonstration area ofpromoting the city transformation of Pingxiang. Industrialization and urbanization, is the choice ofAnyuan transformation demonstration and Pingxiang city transformation, which produces a range ofurban villages’ issues has become an unavoidable real problem to Anyuan district government.We aim to promote industrialization and urbanization of Pingxiang city by look through urbanvillages’ problems, by a profound analysis of the basic causes of the problem, and implementation ofeffective social management measures to strengthen social management of urban villages. Currently,there are still problems such as demolition and renovation, infrastructure, employment, social security,democracy and the rule of law, social security, social attitudes and other issues in Anyuan district. Webelieve that the fundamental reasons are related to the social management system, social managementfunctions, social management mechanisms, social management method. Therefore, we need to realizean overall objective which focus on realizing autonomy, orderly management, perfect service, good lawand order, a beautiful environment, civilized and peaceful village, and we need to improve and optimizethe village social management pattern; fully diversification main role; adhere to the scientific planning,renovation and construction urban villages; strengthen village social security system; vigorouslydevelop science and sports health and other social undertakings; effectively maintain social order andstability of urban villages; actively expanding urban village’s employment services; establish andimprove social management mechanism of the city; strive to create a legal environmental and socialmanagement of urban villages; correctly guide public opinion of urban villages, thus we can strengthensocial management of urban villages in Anyuan District finally. Urban villages are the products of China’s rapid urbanization process since the1990s, and now area special combination of rural communities and urban communities. The first problem of urban villagesis the issue concerning farmers, one of the-three-issues which concerning agriculture, countryside andfarmers; the second problem is concerning urban problems, the problems of farmers into the city. Thecity government on the one hand acquiesces in the existence of fuzzy property rights to allow villagersand the collective to make profits; on the other hand, the city government avoids its responsibility formanagement and social welfare provision under these fuzzy property rights. It becomes an inevitablechoice by strengthen social management of urban villages, balanced, comprehensive utilization ofpolitical, economic, legal, educational, administrative and other means comprehensive solution to theproblem of urban villages to our grassroots party committees and governments.Studies suggest that:①urban villages can not be simply considered as the "city cancer", its rolecan not be ignored.②urban villages will not disappear in short time, government and society should dowell to this phenomenon in order to keep urban and village live in harmony.③urban village’s socialmanagement problems are complex, but the leading role of the government is the key.
