Research On Government Information Publicity System Of Public Emergency

Nowadays in China, the information publicity of public emergency still stays at thedim level in legislative, such as The Regulations of Government Information Publicityand The Law Coping with Public Emergency. There is no special law on coping withpublic emergency. And there are no legal provisions suitable for governmentinformation publicity of public emergency. There are five parts in this paper. Theexecution situation of the current laws and regulations in China is analyzed through thefollowing aspects in this paper: research value, concept comparison, legal analysis, andborrowing ideas of legislation and implementation from foreign countries. And then theproblem of the information publicity of public emergency is converted from anadministrative problem to a legal problem under the right—obligation frame. Therefore,the obligation of our government in the information publicity of public emergency willbe clearer according to legislative work. Finally, the public right to know the truth willget legal guarantee, and the preliminary contour of China legal system of informationpublicity of public emergency will be constructed.
