Analysis Of Government Information Openness For Emergency Response In China

Emergency is a kind of sudden incident leading greatly damage of society that needs emergency response measures,including natural disaster,accident disaster,public health incident and social security event.Emergency response is particularly because the emergency has its characteristics such as suddenness,publicity,causing social harm,with uncertain developing,and asking for a quick action.In the emergency management in our country,problems exist in various aspects,as government management,legislation and institution,and poor crisis consciousness of both government and citizens.Disclosure of government information in emergency is so different from the usual,which needs to be discussed and explored.The existing problem on government,legislation,institution and citizens impacts effectiveness of open government information requiring some coping tactics,especially for emergency.It is necessary to guarantee citizen's right to know.In the process of emergency management,citizen's right to know should be protected by governments.Given importance of right to know,improving the legal system for Government information openness is extremely urgent,particularly extraordinarily serious accident happens.This research starts from a case of emergency,followed by illustration for the concept,characteristics,types of emergency and problems in emergency management.Furthermore,theoretical basis and the practical predicament of China are put forward.Finally,suggestions to promote the openness of government information in China are given after learn from foreign experience.
