In2011, the Judicial Yuan put forward No.684interpretation, the interpretation has greater progress than No.382"Campus" has been the area that extraterritoriality of the domain in Taiwan.In this area of dispute, often with "litigation is lost" results and excessive repression. But No.684interpretation opened door to students’ right relief. Although there is relief does not mean that the relief will be successful, but in violation of the basic rights of college students can appeal or bring an administrative lawsuit is of far-reaching significance.At a short period of time when No.684interpretation released in Taiwan, the "Ministry of education "and university had a rapid respond."by the Judicial Yuan Interpretation No.684interpretation, the college student affairs reference principle" and "University and college student appeal treatment principle of is published by "Ministry of education" in Taiwan area introduced.The focus of this study in considering the influence on university autonomy in Taiwan area by the release of No.684interpretation. Taiwan scholars generally believe that to release No.684explanation is the symbol of change that Taiwan University studentship from the extra power relation to general authority relationship. Generally we believe that the No.684interpretation have an effect on University, this interpretation in terms of rules and regulations, organizational management, personnel adjustments made a series of changes. And all of this can be reflected in the college students’ rights relief, if the appeal procedures more standardized, the rules of the school according to the Interpretation some modifications, perfect right relief system.This study will adopt literature analysis, depth interview, and based on the review of related theories and judicial interpretation, the No.684to explain the influence on university autonomy are discussed.In order to study the progress, this will be in depth interview design to "Regulations of cognition and transfer","identification and implementation of Regulations "legislative purpose and under three indicators to understand the teachers and administrative staff of684interpretation of cognition and evaluation, to further analyze the interpretation effect on autonomous management, regulations of autonomous, academic autonomy. According to the three indicators described above, in the analysis of the eight interview object views, there are the following findings:(1)For the interpretation,the awareness of most teachers and administrative staff is low.(2)Publicity for the interpretation of the way is limited, but the policy implementation effect is good.(3)The parties held a positive attitude to the interpretation of the role of students’ rights relief.(4)A11the universities have examined the school rules and regulations and to modify the part of chapter.(5)Some universities set up a new agency to handle that the appeal cases increasing may be.(6)Friendly campus concept is deeply rooted in the hearts of the people, the campus student complaint events don’t increase the decreases.
