Taiwan scholars generally believe that to release No.684explanation is the symbol of change that Taiwan University studentship from the extra power relation to general authority relationship. Generally we believe that the No.684interpretation have an effect on University, this interpretation in terms of rules and regulations, organizational management, personnel adjustments made a series of changes. And all of this can be reflected in the college students’ rights relief, if the appeal procedures more standardized, the rules of the school according to the Interpretation some modifications, perfect right relief system.This study will adopt literature analysis, depth interview, and based on the review of related theories and judicial interpretation, the No.684to explain the influence on university autonomy are discussed.In order to study the progress, this will be in depth interview design to "Regulations of cognition and transfer","identification and implementation of Regulations "legislative purpose and under three indicators to understand the teachers and administrative staff of684interpretation of cognition and evaluation, to further analyze the interpretation effect on autonomous management, regulations of autonomous, academic autonomy.
