| The21st century is the era when information technology is developing rapidly and changing with each passing day. The revolution made by information technology is widely spread in the world and affects every aspect of the society. In this background, advancing e-government construction is the important channel in which the government reforms the approval process and the operation mode of administrations and establishes a serving-oriented government with information-based technology and is also the clear choice that advances with times and meets the demand of the social and historical development. The appearance of e-government subverts the organization system and the work mode of the traditional government and a more advanced work form will be given to the government with modern technology.Optimizing and integrating information resources and making them serve the government work better is the purpose of e-government system and the basic requirement of the construction of this system. The exploration of China’s e-government started from the1980’s. The Chinese government has made many attempts and reformation in the construction of e-government, such as "office automation", government online project and the proposal of vigorously advancing e-government construction at the16th CPC National Congress. Both the central government and the local governments will focus on building e-government system by new information technology in the future. Chengdu Municipal Government has made various practice and exploration in the construction of e-government platform. From setting up e-government extranet, Chengdu government affairs service center to setting up online government affairs hall, Chengdu e-government has been pushed to a new level constantly and is in the lead in e-government construction of the municipal governments. However, Chengdu e-government construction is faced with new problems and challenges. The business model rooted in information technology has brought many difficulties and chances. In the present situation, it is necessary to comb the present situation of the domestic and international e-government construction systematically so that we can learn from the successful construction experience and explore new inspiration from work and breakthrough based on the strong understanding of local feature and advantages.This paper was written in this background. The author started from the basic conceptions. Based on the accurate understanding of the definition and connotation of e-government, the author learned and referred to a large number of literatures, absorbed the successful and excellent views in the former research results, and established the theoretical framework of the research. Then the author summarized the history of the development of China’s E-government and the main problems.The author carried out empirical investigation of the present situation of "the online government affairs hall" in the citizens in Chengdu. Limited to some conditions, the investigation scale was small. The author sent out120questionnaires and took back116questionnaires. The subjects on the questionnaires involved the identity of the respondent, how much they learned about the online government affairs hall, using channels, user experience and the attitude and tendency to online government affairs. After analyzing the results of the questionnaires, the author drew a conclusion that the citizens know the existence of "the online government affairs hall", an online government affairs platform and "the online government affairs hall" has gradually become a bridge between the government and the masses and received the support from most of the masses. The highly educated citizens pay more attention to the news on government affairs and the actions of the government departments. While the people with less education pay more attention to their own work. Some citizens do not know "the online government affairs hall" due to lack of network knowledge and dependence on the window service of the government. But most of them would like to try using this network platform. Males are more inclined to networking than females. The middle-aged people know more about "online government affairs hall" and pay more attention to the actions of the government. After decades of development, this website has become large comprehensive government application website that integrates more than5,000kinds of services since it was set up in1998. It sorts out and summarizes the e-government platforms of different levels of governments in China in web portals and has effectively promoted the communication between different government departments.The Qingdao municipal government has constantly had its e-government construction directed by the principle of unified and coordinated and moderately centralized "four unifications and one division". Qingdao e-government system is a stereo system that integrates the special-purpose intranet with high performance and high safety with the cross-department one-stop web portal with high capacity. Common software has promoted the highly integration and seamless connection of the information office of municipal administration system."861" core technology system is made up of eight highly integrated platforms, six centers and a set of content, which make Qingdao’s e-government construction have unique local feature and form the original "Qingdao Mode" with low capital investment, high standard starting point, low-cost maintenance, highly-efficient operation and large-scale application. Based on the above conclusion of the empirical research and the practical experience of the4cities, the author proposed four pieces of suggestions on optimizing Chengdu’s e-government platform. The first piece is to strengthen the top-level design of e-government. The E-democracy rights’strengthening, combining the transforming of the government functions with the development of E-government and paying attention of the development of the grass-roots E-government. The second suggestion is to rebuild the service process of e-government. The third suggestion is to standardize construction of administrative examination and approval based on the network platform of e-government. Standardize the content of the administrative examination and approval and administrative approval system. The fourth suggestion is the construction of talent team of e-government, which requires equipping different departments with professional e-govemment talents and the leader with professional e-government skills and accomplishment. The important thing is to set up the e-government training plan in different departments and carry out vocational skills training for civil servants and complete vocational training and performance appraisal system.
