Study On Government Purchase Of Public Service From Social Organizations In Minority Concentrated Region

As the innovative idea, mode and method for government providing publicservice,the practice of government purchase of public service from socialorganizations is widely applied in all levels of government’ public servicesupplyment. And the practice is regarded as the the effective method that boostingthe transformation of government functions、improving the efficiency of financialresource use、promoting the growth and development of social organizations andincreasing the quantity and quality of public service. However, due to the restraintof its special natural and geographical environment, historical and culturalconditions and the level of economic and social development,governmentpurchase of public service from social organizations in minority concentratedregion will face greater difficulties and challenges.Therefore, strengthening thestudy on government purchase of public service from social organizations inminority concentrated region has great theoretical significance and practical value.Based on the integrated use of literature analysis method,comparative analysismethod and empirical analysis method,the paper reviews the research status of thegovernment purchase of public service at domestic and abroad and defines thecore concepts and several important relations that related to this thesis; investigatesthe theoretical guidance and practical application of public goods theory,the newpublic management theory and the new institutional economics theory in thepractice of government purchase of public service from social organizations inminority concentrated region; analyses the problems in the practice of governmentpurchase of public service from social organizations in minority concentratedregion,such as the enthusiasm of government purchase of public service is not high,the scope of the is relatively narrow, the competition of purchase of public servicemode is not enough, the scale of government purchase of public service is smalland the phenomenon of lack of government responsibility and powerrent-seeking,and so on; analyses the the reasons from the following aspects, suchas the defects on consciousness and ability of public service purchasementsubject,the restraint of the public service purchasement environment, the problems of public service purchasement undertaker and the participation trouble of publicservice consumer; based on the successful experience of government purchase ofpublic service in western developed countries,the paper proposes the followingpath choice:determine the principle and level of government purchase of publicservice from social organization in minority concentrated region scientifically andreasonably; promote the governance and service consciousness and ability ofpublic service purchasement subject; improve external environment of publicservice purchasement; promote the development of public service purchasementundertaker; enhance the participation level of local citizens.
