A Study On The Government 's Capability In The Process Of Urbanization In The Ethnic Minority Autonomous County Of Western

It is inevitable for China in this kind of high speed period of expansion to promote the development of urbanization in nowadays special circumstance. In China, the development of urbanization level stands for the development of the well-off society level. Urbanization can help a country or a region to strengthen its domestic demand, to improve people’s wellbeing, to raise the living standard of the people.Pushing forward the urbanization road is the vital point for China to heighten its international competitiveness. The issues of agriculture, farmer and rural area are not a minor point for China. Meanwhile, the regional development’s planning and coordination is significant important for China to remission the issues concerning agriculture, countryside and farmers, to improve the coordinated development of regional economies, to achieve agricultural modernization, to build harmonious society. Government plays the most crucial role in the development of urbanization. Especially, we can gain some mature experiences from home or abroad, trying our best to promote the development of urbanization. As we know that minority concentrated region is the “later developed region” in the modernization process of China, thus, government should show leadership in “top-level design”, “grass-roots innovation”, etc.President Xi Jinping pointed out that when built a well-off society in an all-round way, we should not neglect any minority area, should not let any minority group to fall behind. This paper’s sample that we picked up and analyzed about is Yi Autonomous County of Ninglang, a “later developed” regions inhabited by Yi ethnic groups, and we offered some corresponding suggestions.This paper is composed of four parts.The first part: to emphasize the meaning of this paper’s topic’s choose and analyze the research method both at home and abroad deeply.The second part: to lay special stress on figuring out the basic theory of government’s ability that based on the performance giving by the county government. Moreover, through this paper, we discuss about the theory of how to govern a county well and ethnic regional autonomy.The third part: to focus on the anomie that caused by the government. This paper we use Yi Autonomous County of Ninglang’s Urbanization as the example.The fourth part: to table a proposal that how to enhance the ability of the government. We also give five relevant suggestions about the economic’ s development, the overall quality, the ability of social planning and social control, the efficient use of the autonomous right.
