The corruption of staff in Rural Grass-Roots Organizations has become animportant obstacle of rural economic and social development in China. The conditionof its governance directly decides the effect of new countryside construction, affectsthe urban-rural integration in our country. Having an idea of the characteristics of thecorruption among staff in Rural Grass-roots organization and its development law isthe key to the formulation and implementation of a scientific and effectiveanti-corruption policy.This article uses849corruption cases of staff in Rural Grass-RootsOrganizations to analysis the evolution of corruption and its driving factors between1990and2012in China. The results show that the corruption scale was small before2000, but it began to grow after that year and peaked at2006. The analysis on thecontent of corruption of the staff in Rural Grass-Roots Organization shows thatcorruption occurs more frequently in projects involved with land and collective assetsfrom1990to2000; corruption with Three Rural Issues and “National Public WelfareProjects” began grow while declines with collective assets between2000and2006;corruption with Three Rural Issues came to the first place, jumped over corruptionwith land during2006to2012while the proportion of corruption with collectiveassets continue to decline, and the proportion of corruption with “National PublicWelfare Projects” continue to rise. In addition, the collective corruption is prominent,and shows obvious periodic increase and seriousness. Research on the driving factorsof the evolution of corruption shows that the development of urbanization, China’srural reform and the restraint mechanism of the behavior with staff in RuralGrass-Roots Organizations are the main driving factors.
