As the lowest level of China's administrative system,the grass-roots governments are in the first line of contact with the people.With China's booming economy and society,the complexity and diversity of social affairs faced by the grass-roots governments are increasingly prominent.In the practices of social governance at the grass-roots level,public opinion often appears on the Internet due to the inaction and disorderly behavior of some public officials.However,the negative effect caused by the temporary staff in various kinds of public opinion is quite conspicuous,which gradually attracts the attention of the governments and academic circles.In recent years,not few local governments have issued regulations on cleaning up and standardizing the system of temporary staff in government and public institutions,which have been tested effectively to some extent,but the problems existing in the management of temporary staff have not been completely solved.Therefore,how to regulate the management of temporary staff,and how to strike a balance between strengthening grass-roots social governance and solving the problems of temporary staff management has become a subject worthy of study by scholars of public administration.Through literature research method,case study method,this paper firstly studies and analyzes the background of temporary staff,and believes that the inner reason for the occurrence of temporary staff is the insufficient optimization of the allocation of power and responsibility among levels of governments.Besides,it analyzes and studies the current status and practices of temporary staff management in government institutions in A District of Qingdao City.The author put forward five problems in the field of temporary staff: the difficulty in controlling the scale growth,the disorder of admitting channels,the dispersed management of personnel,the low level of salary and attention from the organization,and the imperfect construction of temporary staff management system.In terms of temporary staff management,Nanxun District of Huzhou City and Jindong District of Jinhua City have made some useful explorations.Based on the analysis and study of these cases,they have put forward useful measures and suggestions to standardize temporary staff,such as freezing the temporary staff management,insisting on a combination of purchasing service and supplementary work force,streamlining the functions of governments,adjusting and perfecting a sound system of responsibility between different levels of governments,reinstructing the inner working process,strengthening the internal and external supervision,clearing side recruitment management responsibility,establishing salary normalized growth mechanism,checking the controlling number of temporary staff carefully,exploring the establishment of the core indicators of assessment.
