To determine the value of the houses is an important work in state-owned land housing levyactivities. It is an important part of compensation for housing expropriation, plays animportant role in the maintenance of public interests,safeguard the lawful rights and interestsof the expropriated people. State-owned land housing value and price was based on housinglocation, useing, construction area and calculated according to a certain way. The results ofthe assessment is not only reasonable legal figures,but also contains the process of lawful,reasonable selection of evaluation methods. So to determine a reasonable value of housing,is the only technical means to estimate the value of the assets. This paper clarifies thestate-owned land housing levy and compensation levy concept of legitimate factors throughthe analysis of the four evaluation methods rules: market method, income method, costmethod, hypothesis development method. Focusing on the four ways comparison,evaluation method of general program, key parameters and the matters needing attention,discusses the housing assessment requirements and standard judgment of legitimacy. At thesame time, analysis some key factor which may affect the legality, such as publicityassessment results, serve the evaluation report and the application of composite evaluation.Then suggested that by improving market access mechanism, improve the exit mechanism,refine the esponsibility and other means, to establish and perfect the housing assessment lawsupervision system. Then to establish scientific, reasonable and fair housing assessment andimprove the state-owned land housing levy system, protecting the legitimacy of the housingassessment, maintain the legitimate rights and the public interest.
