Exploitation Of The Nonresidential Islands In Fujian Province

Nonresidential islands in Fujian province have an important value to the naturalresources, baseline point of the territorial sea, defense and scientific research andother aspects. However, its status of development and utilization is not optimistic,for the problem of disorder and excessive exploitation is the long-term existence.Therefore, systematic research has important significance in the nonresidentialislands of Fujian province.In this study, Fujian province nonresidential islands are research object andliterature research method is study approach. Based on the guidance of theoreticalframework and specific data, the issue related to development and utilization on thenonresidential islands of Fujian province is analyzed in this paper.This paper firstly discussed the situation of the nonresidential islands of China,which deepens the research on the development and use of nonresidential islands inFujian province. Then the development and utilization characteristics, the main form,change, and problems of nonresidential islands of Fujian province are analyzed.Afterwards, the property rights system of nonresidential islands of Fujian province ismainly studied, in which the issues on the charge of use, the integrity and thedevelopment direction of nonresidential islands in Fujian province are explored.Correspondingly, the measures put forward to overcome the problem of theownership. In addition, a prospective research on the nonresidential islands of Fujianprovince based on the specific case discusses the issues on the difficulty, feasibilityand competition of residential islands with the nonresidential islands.This study has basically reached the research objectives. The results show thatthe overall level of development and utilization of nonresidential islands in Fujianprovince is relatively low; in property rights, the key of the problem lies not only inthe definition of ownership of nonresidential islands in Fujian province, but also liesin the realization of ownership; the non-negotiable or transfer which is not clearly ofnonresidential islands cause the development of non-sustainability; the withdrawalof auction methods to obtain the use of the right of nonresidential islands of Fujian province the right to use shows the direction of development in the use of the right,which means the more obligations attached to protect the ecological value andnational defense with respect to the value of nonresidential islands and implicit thegovernment pay more attention to them as representatives of public interests; themitigation and solution of problems of development and utilization of nonresidentialislands in Fujian province can not simply rely on an propaganda of nonresidentialislands which is to enhance conservation awareness of nonresidential islands, andmore depends on the progress the legislative, administrative supervision, planningand other aspects; and in a foreseeable period of time, the mitigation of problem ofdevelopment and utilization of nonresidential islands in Fujian province take a longtime due to the presence of a variety of factors and constraints involves thecompetition of resource from those residential islands.
