In2011, due to the "Guo Meimei incident flaunt wealth" impact, theChinese Red Cross organization’s credibility has been seriously challenged, thehumanitarian relief work was difficult to be done. The society and the public’squestions are mainly concentrated in the Chinese Red Cross society wasadministrative organ and the donated funds were opaque. Therefore, to studythis issue, has the practical value for the social management and socialgovernance.In the legal person governance structure of Chinese Red Cross organization,the function of the council has been weakened which caused problems such asserious bureaucracy, complex execution process and isolated from the people.This article combed the domestic and foreign literature, using the relevanttheories such as the government and the third sector, the corporate governancestructure, and taking the Shanghai Red Cross society as an example, discussedits rise, organizational structure, relations with the government, corporategovernance status and its problems and shortcomings, also compared withforeign Red Cross organization legal person governance structure and mode ofoperation administrative. The conclusion is that the corporate governance is themost serious to the Red Cross organization.Chinese Red Cross organization although is not the traditional sense of theInternational Red Cross organization which is non government organization, it retains the administrative level, administrative staffing and funding, but in thecurrent situation and the situation of our country, completely to remove theadministration is not conducive to the development of the organization and workof the people. Therefore, gradually socialization at the same time, weaken theadministration to administrative and social harmony model is now the reformdirection compared with safe. In the reform measures, one of the important stepsis to reset the board of supervisors of the organizations, which can achieve theeffective supervision, increase the Red Cross organizations’ transparency ofpublic.
