Analysis On NGOs’ Participation In Social Assistance:Take Zhoushan As A Case

Social assistance is an important issue related to people’s livelihood. In recent years, our country’s social assistance enterprise has a rapid development. The minimum subsidence guarantee has completely covered the urban and rural areas, and a series of special assistance systems(i.e. medical assistance, housing assistance, educational assistance and disaster assistance) have been successively built, initially forming the framework of a new social assistance system with Chinese characteristics. This undoubtedly offers important guarantee for the basic life of low-income people in urban and rural areas. At present, our country’s social assistance system is a subject system totally depending on the guide of the government, and the government is more responsible for the operation of social assistance. However, with the increase of assistance problems caused by social transformation and system transition and the shortcomings the government itself has, many problems appear. The non-government organizations(NGO) are separate from the government and enterprises, and they devote to voluntary public affairs, which make it an irresistible trend for NGO taking part in social assistance management, thus changing the function of the government and developing the assistance efficiency and service levels.The paper makes a deep analysis on the background and significance of NGO’s participation in the social assistance according to the current situation. It also defines some basic thoughts and does the argument combining overviews and theoretical basis from home and aboard. The paper analyzes in the following three aspects: government failure, the theory of corporatismand voluntary failure and draws the conclusion that it is of great necessity for the NGO to participate the social assistance. The paper also discusses about the current situation of social assistance in Zhoushan city and how domestic and oversea NGOs participate the social assistance. The paper summarizes the measures on how to improve and perfect NGOs’ participation in social assistance in China. In this way, the domestic NGOs can blend into social assistance in a healthy, sound, orderly way.
