Since reform and opening up, the domestic market gradually opens up, foreign trade and foreign capital inflows showed a substantial increase. The speed of China’s opening to the outside world has attracted worldwide attention, effectively promoted the economic growth, has become an important engine drive to China’s economic growth. However, the opening of any country and region and its implementation process, will produce broad and profound impact in all aspects of social life, naturally will have some negative impact on the breeding of some social contradictions and conflicts. A notable phenomenon of social contradictions and conflicts is a substantial increase in criminal incidents. Crime seriously affected the social order and public safety, caused great harm to the safety of people’s life and property, and social stability. This situation is worth considering.This paper begins with the opening and study the deep connection between the opening and the crime rate, based on that, this paper analyzes the impact mechanism of the opening to crime, and further makes clear of measures to be taken in the context of economic globalization.Specifically, this paper reviews Openness and crime-related literature, to explore the impact mechanism of openness on crime, including its location, culture and ideology and through the pathway of income gap. Followed by the establishment of a multi-linear model of China’s total crime rate, analyze different economic and social factors affecting the crime rate, for two different types of crime:white collar crime and street crime for different analysis. After that, this article focuses on the inter-provincial differences of crime in China, the study of the distribution of crime in space, built Theil index to reflect differences in inter provincial crime, and made decomposition of Theil index, specifically discussed different crime rates between three zones.In the empirical part of the model, we first test of a long-term cointegration relationship between Openness and crime. Then from the national and provincial perspective, using multivariate time series model and fixed effects panel data model to study the influence of the degree of opening on Chinese crime. Through empirical analysis, we concluded that a higher level of China’s opening up will increase crime rate and criminal incidents. For white-collar crime and street crime, the effect of the same economic factors on them is not the same. Except for opening, there are other factors affecting crime rates:the income gap, economic development, education, urbanization and unemployment.In the end, a summary is made, and make some proposed policies and recommendations combined with China’s actual situation, and proposed the idea of further research.
