Since the bureaucracy generated, it was given a more negative implication, in some cases even completely negative. In history, ordinary people generally regard the bureaucracy as the rulers "accomplice" and selfish "corrupt",but the rulers or politician mostly account them up to no good "rebels" and disobedient "Tools."This situation began to change until the gradually adopt of Weber’s "bureaucracy" and modern civil service system. Without a doubt, in the academic point of view, we should hold them more neutral or rational attitude. The source of this situation owing to the bureaucracy’s duality:on the one hand, the status of the them determines to maintain and promote their common interests; on the other hand, the "economic man" feature also drives them to seek their own personal interests. When the personal interests beyond the public interests, it bring about a request to limit their behaviors.How to deal with the bureaucracy’s deviant behavior? Modern scholars generally give a "prescription":supervision.However, it cannot perfectly explain the logic of the bureaucracy’s behavior, especially, it difficult to answer the gigantic and vigorous scene of anti-corruption that happening in China now. Unlike supervision, control has the holistic and decisive function that supervision cannot replace in guarantee the normal operation of authority. The perspective of control provides us with a good reference.In fact,controlling the bureaucracy is an important research topic of politics and public administration. Compared to the study of controlling the bureaucracy of the Western countries, the "soil" of the research of Chinese controlling the bureaucracy under the current institutional space by China and western academics is "barren".Methods of literature, comparative of history and so on have been used in this study, which based on the foundation of sort out and analysis the relevant literatures, defines the controlling the bureaucracy. It refers to the process that politicians and senior bureaucrats in accordance with certain standards to measure and use a variety of methods and means to control, restrict and correct ordinary bureaucrats’ behaviors. Controlling the bureaucracy means not only to prevent the bureaucracy to become masters of the country, but also to ensure the status of the bureaucracy as the country’s servants. China’s current requirements for the ideal type of bureaucracy are law-abiding, fulfill their duties, love and protect the country, serve for the people, keep secret, probity and impartial. Secondly, on the basis of analysis of the controlling the bureaucracy under different institutional spaces that includes traditional monarchical political system space, western constitutional democracy space and Mao era, focusing on the controlling strategies:CCP, organization, appointment, finance, performance,ethics and the logic under our current system, and make the comparative analysis from the source of control and the intention of control, we find that non-institutionalized party-government-led initiative to control is too prominent. Once again, review all the strategies from the purpose, subject, object and tactics of control, we can find that controlling the bureaucracy under our current system has some unique points:mixed groups of bureaucracy, the purpose is vague, the tactics’ efficacy is low. Finally, we give three optimization suggestions:Firstly, to improve the legalization level of control the bureaucracy, it includes to establish and perfect the legal system that regulate the behavior of bureaucrats; to strengthen law enforcement; politicians and senior bureaucrats should improve legal awareness, compliance with and enforce laws in an exemplary way. Secondly, to improve the institutionalization level of control the bureaucracy with decentralization, reducing campaign-style control, restraining informal control. Thirdly, to promote the organic combination of control and supervision, specifically, to strengthen the combination of control and public scrutiny; to emphasize the combination of control and other social supervision body.
