produces certain risks,which includes two kinds. one of them is genetic pollution risk,which is caused by the mix of GM-crops and traditional crops; The other one is sensitive information risk,which is a kind of social risk caused by the social public fears of the uncertainty of the safety of GM-crops.According to the characteristics of the risks of GM-crops,this paper will try to use the theory of Risk Analysis to prevent them. The Risk Analysis theory is often used to prevent the uncertain risk,generally includes risk-assessment,risk-management and risk-communication. through these aspects to guard against the negative effects of GM-crops.The genetic pollution risk is essentially a risk of mixture of GM-crops and traditional crops.The sensitive information risk is due to the asymmetric information between different subjects and the way to deal with it is mainly through a series of meatures such as information disclosure and public participation to enhance the openness and transparency of management system and promote the knowledge exchange between different subjects.Through the analysis of the causes of the GM-crops risk,we can find that genetic pollution is due to both the mixture of traditional crop seeds and GM-seeds and the spread of GM-crops to traditional crops by genetic drift.Through the further analysis we can find that the legal reason of the mixture of traditional crop seeds and traditional crop seeds is the imperfect of seed market access system,and the seed quality certification system has failed to fully established.The legal reason of genetic drift’s spread to traditional crops are the lack of enforced isolation system and regional planning of GM-cropsand the detection and the imperfect monitoring system is also a reason;there are many legal reasons of sensitive information risk such as the lack of impartiality of safety committee of transgenic organism, the insufficient of safety assessment information,the insufficient of legitimacy of decision-making procedure of Ministry of Agriculture and the lack of the public participation in the risk regulatory process.In allusion to the risks of GM-crops,we should improve access standard of seed market, establish seed quality certification system in an all-round way to guard against traditional crop safety of GM-crops.In this case,the commercial planting of GM-crops will inevitably In recent years, transgenic technology is developing rapidly and the worldwide GM-crops area continues to increase.On the other hand, because of the novelty of transgenic technology, people’s understanding to it is not much enough.so people are worring about the system of GMO to enhance mutual trust and expand the scope of information communication between each other, so as to reduce the degree of information asymmetry and guard against the risk. decision-making mechanism of Ministry of Agriculture,and build a information exchange seeds contaminated with GM-seeds into the market,build the area planning system of GM-crops planting,improve the system of GM-crops segregation and the detection and monitoring system,so as to guard against GM- crops polluting the traditional crops by genetic drift.Through these measures to prevent genetic pollution risk;To prevent sensitive information risk,we should perfect the safety evaluation systemof GM-crops and the...
