In May 2014, WTO Dispute Settlement Mechanism made a decision on the prosecution of the Eu’s restrictions seal products exported by Canada and Norway. The decision is that restrictions on trade in seal products taken by the EU does not violate global trade rules, in addition to that the special licensing to Greenland imports also applies to products of indigenous people in Canada and Norway. This decision shows that when a country or region aims to protect animal welfare by using "public morals" exception clause, reducing or forbidding the related products’ trade is consistent with WTO rules. It also predicts that animal welfare and animal products into the trade market is unavoidable. Therefore, the researching the impact of animal welfare on trade in animal products has some practical significance.In this paper, it is the aim to research the impact mechanism of animal welfare on animal products exports in Germany. Firstly, this paper concluded the relevant research literature on animal welfare and animal products trade; then, by contrast with China’s status of implementation of animal welfare and animal welfare status of vulnerable affected animal export trade, this paper finds that Germany who does the animal welfare relatively well, develops the better size of the animal export trade, competitiveness and trade structure than China from comparative analysis. Therefore, the paper come up with the hypothesize that animal welfare put a positive impact on animal products export of Germany under some circumstances. Then, to demonstrate the hypothesis: the theory based on market failure theory(in the producing and marketing chain in animal products, animal welfare can solve some of the negative externalization problem and information asymmetry) on macro-level, uses brand Economic theory(animal welfare improves the brand of animal products) to research the impact of animal welfare theory mechanism of animal products export trade in micro-level, and uses game model of oligopoly competition for different levels of animal welfare exporters simulation analysis; the inference in practical is based on the brand-based economics that is to introduce animal welfare standards as a variable for Marshall Demand Function that is the econometric model, in which the animal products export amount is the dependent variable and theaverage trading price, national per capital income levels and animal welfare standards variable are independent variables. The regression based on the data of Germany and the Netherlands(the implementation of the EU animal welfare standards is relatively well in both countries) from SITC Rev.2. The regression results show that the coefficient animal welfare standards variable is positive, indicating that the animal welfare has a positive impact on Germany animal products exports under some conditions.By demonstrating the above theoretical and empirical aspects, the paper concludes that animal welfare has a positive impact on Germany animal products exports development under certain conditions. Combined with China’s animal husbandry development and research findings, this paper suggests that the relevant departments should strengthen animal welfare legislation and animal welfare standards, and encourage qualified enterprises to make full use of the positive impact of animal welfare, which can be converted to the brand value.
