With The View Of Political Civilization To Expand The Orderly Participative Study Path

The 18~th National Congress of the Communist Party of China(CPC) pointed out that we should work harder to enhance socialist democracy in a systemic way by adopting due standards and procedures, expand people’s orderly participation in governance at all levels and in all fields, and ensure that all governance functions are performed in accordance with the law. China is a great agricultural country, thus farmers’ participation in governance is an important dimension to measure China’s progress of political civilization. This paper takes current Chinese farmers’ orderly participation in governance as the research topic. Farmers’ participation in political affairs is a relatively weak link in Chinese people’ political participation as well as an extremely important link in the political democratization process of expanding people’s orderly participation in governance. The author of this paper attempts to analyze the route to expand farmers’ orderly participation in governance systematically. Through enhancing farmers’ systemic, rationalized and appropriate participation in governance and implementing expression of interest, it practically maintains and realizes farmers’ independent rights and optimizes China’s democratic politics with socialist characteristics based on study of participation in governance in Political Theory in the field of political civilization.The first chapter is the Introduction. It mainly states the theoretical significance and realistic value of farmers’ orderly participation in governance. This chapter puts forward current research background of Chinese farmers’ orderly participation in governance, analyzes the status of foreign and domestic scholars’ theoretical study of farmers’ orderly participation in governance and proposes the main body that centers upon this paper, namely probing into basic route to expand farmers’ orderly participation in governance through starting from the benign interactive relationship between basic-level government and farmers.The second chapter is the basic concept and connotation. This chapter mainly discusses the theoretical basis and analytical framework of farmers’ orderly participation in governance and also includes discussion on western concept of participation in governance and analysis and comparison of the historical origin between foreign theory and domestic theory. It expounds the disorder in participation in governance and basic requirement of orderly participation in governance, makes a systematic discussion of research viewpoints of foreign and domestic scholars and connotation of orderly participation in governance and makes analysis and summary through combining with the importance of farmers’ participation in governance on this basis.The third chapter mainly analyzes the status of Chinese farmers’ participation in governance, namely analyzing and introducing the progress that Chinese farmers’ participation in governance has made after the reform and opening-up and also pointing out problems arise in the process of farmers’ orderly participation in governance. Under the action of care from the Party and the State as well as improvement of farmers’ consciousness and ability, Chinese farmers’ participation in governance has gained conspicuous achievement. General speaking, it is positive and progressive, but farmers’ participation in governance still remain to be improved.The fourth chapter discusses the restraining factors in the process of farmers’ orderly participation in governance and focuses on analyzing existing disorderly problems in farmers’ participation in governance, which mainly refers to non-institutional Chinese farmers’ participation in governance. Starting from levels of economy, society and system, it concludes that unfair adjustment of interest relationship and imperfect balance system of rural power are important reasons.The fifth chapter correspondingly puts forward strategy to expand route of farmers’ orderly participation in governance. It correspondingly proposes dimensional countermeasures to expand route of farmers’ orderly participation in governance according to restraining factors in farmers’ orderly participation in governance and proposes to expand Chinese farmers’ orderly participation in governance and further promote the course of development of Chinese rural democratic politics.
