The Study Of Measures To Prevent And Control Violent Crime In The Group Event

As the main manifestation of group contradiction during social transition period, it not only hinder traffic order, undermine public safety and social stability, but sentiment groups and Escalating conflict easily lead to violent crime. Study of measures for the prevention and control of mass incidents of violent crime, to prevent the occurrence of criminal acts, control escalating violence conflict, and afterwards to crack down on crime, not only conducive to the maintenance of public order and social stability, but also conducive to the protection of personal rights and property of citizens not infringed, is one of the important tasks of peace building of China and social governance. How to comprehend the concept of violent crime in the group event, to analysis the situation and characteristic of it in our country, to grasp the reasons behind, to take countermeasures to prevent and control it, are the important issues which have relationship with the construction of socialist modernization and harmonious society.The first part of the article analyses the essential features of group event, accurately defines the concept of group event, defines its epitaxy, and lists the difference from illegal assembly demonstrations, by comparing concept, such as groups of security incidents and groups emergencies. Then defining the concept of violent crime in the group event, analyze the difference between it with violent crime in general and public order offenses in group event, by studying the basic theory of violent crime, lay the theoretical base for the next the status quo induction, cause analysis and countermeasures.The second part of the article analyses five features of group event in participating members, the purpose of participation, initiating way, holding ground and ending mode. Generalize the three types of violent crime in the group event in our country, according to the object which violent crime violates. At last, elaborate the features of violent crime in group event reflected in the four elements, as the subject of crime, subjective, object of crime and objective.The third part of the article analyzes the causes in three angles of the legislation, prevention disposal and social psychology. Elaborate the deficiencies of prevention mechanisms in four areas, like plans, command of leadership, on-site disposal and post combat in, as well as several features which the group psychological impact on individual behavior.The fourth part of the article is the study of the mechanism for the disposal of violent crime in group event. Article proposes five specific measures of perfect legislation, advocacy, building an early warning mechanism, refined handling mechanism and intensify the crackdown, tries to find effective ways and means of prevention and control of mass incidents of violent crime in order to maintain social order and protect public safe.
