Study On The Causes And Prevention Strategies Of Risk-type Environmental Group Events

In the 21 st century,with China's reform into the deep water area,the slowdown of economic development speed and the enhancement of public awareness of the environment,huge economic achievements cannot conceal the accumulated environmental issues and risks in local government's social management.In recent years,as the increasing of environmental group events due to potential environmental risk,such incidents caused serious threats to the stability and development of society,this paper presents a systematic research on the risk-type environmental group events,hoping to provide a reference for our government to prevent such incidents.The risk of environmental events refers to some social public taking a series of actions to collective petition,group behavior protests,contain the Party and government offices because of concern about the potential environmental pollution risks will Infringe their legal rights.In June 22,2015,“Jinshan Event” mainly occurred in the Jinshan Newtown area.The event is due to the people of Jinshan worried about the relocation chemical project from Gaoqiao to Jinshan and the new added PX project will affect the local people's health.So this paper takes “Jinshan Event” as a case,this paper analyzes it on the basis of the theory of social risk,the risk of social amplification and the collective action theory,concluded that the evolution of risk-type environmental group events will experience three stages: accumulation,transmission and amplification and collective action.There are three causes for risk-type environmental group events,the first is the accumulation of excessive environmental risk,risk factors did not be resolved;the second is the lack of risk communication control,risk information is excessively enlarged;the third is government didn't importance the aspirations of people's interests,lack of compensation mechanism.Based on the above three causes,this paper puts forward the following prevention countermeasures: First,we should reduce the risk of accumulation.Enhance the risk identification,establish and improve the risk early warning mechanism,expand the risk communication,improve the information disclosure,smooth communication channels;rebuild public trust,build the concept of people-oriented government,improve public participation.Second,we should control the risk propagation.We should provide multiple channels of information disclosure,and establish online and offline information disclosure platform,and build the Partnership with the press,and bring into play the positive effects of the press,meanwhile curb the negative effects of the press.Finally,we should norm and compensate the interest groups.We should curb the special interest groups,support the environmental commonweal organizations,and establish the compensation mechanism of environmental benefits.With above prevention countermeasures,this paper hopes that it can prevent the occurrence of risk-type environmental group events.
