The Mechanism Of Training And Selecting Grassroots Discipline Inspection Talents

The construction of party conduct and clean and honest administration is an important part of the CPC’s construction, and a major political task in the new period. The Eighteenth National Congress of the Communist Party of China pointed out that China should keep to the Chinese-style path of combating corruption and promoting integrity, and should persist in putting the construction of party conduct and clean and honest administration into the overall economic and social development and the party’s construction layout. We should consider the attitude construction as the key point, play the demonstration leading role, and comprehensively promote the construction of the punishing and preventing corruption system. In this target system,the officials being honest is the primary and first requirement. To enhance the construction of discipline inspection cadre team is the demand of the party’s ability construction. In this new situation, to strengthen anti-corruption work has a long way to go and there has been new and higher requirements on discipline inspection talents’ political quality, ideological style, work ability and methods. The discipline inspection team’s working style and ability directly affect the whole society’s confidence in construction of the party conduct, clean and honest administration and combating corruption, and can also affect the quality and effect of the work.When we entered the 21 st century, with the rapid development of economy and society, problems appeared in the objective environment and each link of discipline inspection talents’ work, especially in the training and selecting mechanism, which needs to be studied at the theoretical level, and to be solved with policies and measures. To explore the mechanism of training and selecting discipline inspection talents is objective need of anti-corruption under the new situation. By comprehensively discussing the importance of training and selecting discipline inspection talents, combined with the countermeasure and the suggestion, and the empirical analysis and research of training and selecting discipline inspection talents in city N of Sichuan province, this thesis riches the existing research results theoretically and has a certain reference in practice.This thesis uses direct interviews, case analysis and other empirical research methods to summary the training and selecting of discipline inspection talents in city N of Sichuan province, to find out some imperfect aspects which are not adapt with requests of new period, and to put forward some rationalization proposals in training and selecting discipline inspection talents. And we can complement the training and selecting mechanism of discipline inspection talents at the grass-roots by selecting and using talents scientifically; regulating talents’ training and education mechanism; establishing scientific and reasonable assessment, incentive and selection mechanism; and advancing talents’ exchange and rotation etc.
