A Study On The Mode Of Handling The Petition Cases Of Discipline Inspection At The Grass-roots Level

Petition reporting is an important source for disciplinary inspection and supervision organs to obtain clues of problems,and investigating and handling complaint reporting cases is an important part of disciplinary inspection and supervision organs.The mode adopted by the grass-roots discipline inspection and supervision organs in investigating and handling complaint and visiting cases directly determines the direction and result of the cases,and is related to whether the discipline inspection and supervision complaint and visiting reporting work can achieve the maximum political effect,social effect and discipline and law effect.This paper is based on the Social Safety Valve theory,the street bureaucrat theory and the citizen participation theory.First of all,this paper introduces the basic situation of 1 district discipline inspection and supervision letters and visits,and sums up the general pattern of handling letters and visits cases by 1 district discipline inspection and supervision organs through questionnaires,interviews and case verification.Then,explore the reasons behind the pattern.Then,explore the driving factors behind each model.Finally,it puts forward suggestions and suggestions to improve the handling of petition cases from four aspects.Through the analysis,it is found that the general mode of handling disciplinary inspection,supervision and petition cases in L District can be classified into four types:active case completion type,summary report type,cross-department cooperation type and hand over to others type.Actively completing a case is the embodiment of the responsibility of discipline inspection and supervision cadres,but blindly pursuing a case is not conducive to protecting the work enthusiasm of grass-roots cadres,and is not conducive to the development and improvement of fault tolerance mechanism;The summary report improves efficiency and saves resources,but it is easy to omit important or valuable clues,which can easily lead to people’s petitions,even pegging,making and collective visits.Cross-sector collaborative handling complaint reporting cases for more complex,long time,the vast field,conflicts,etc.,set up a joint investigation target,can form resultant force,stability control reporting the situation rapidly,but the type is commonly focus on complex cases,if not timely,easy to cause negative social influence,intensified social contradictions;Type handed over to his office is in strict accordance with the discipline inspection organs accusations against work rules of discipline inspection organs of letters in the scope of regulation,the business outside of the discipline inspection report items handed over to the relevant functional departments,the type requires careful combing to report content strictly,otherwise easy to cause the misunderstanding of the masses,the handling of complaint reporting damage credibility discipline inspection organs.There are many reasons behind the case handling mode,such as the promotion of assessment indicators,the imperfect incentive mechanism,the lack of cadres for discipline inspection and supervision,heavy tasks and weak strength,and the low quality of reported problems.In view of the above analysis,the author puts forward some suggestions from the four perspectives of discipline inspection and supervision organs,complaint reporting informants,improving working mechanisms and innovating working methods,such as enhancing the ability of discipline inspection and supervision cadres to handle cases,improving the relevant treatment of discipline inspection and supervision cadres,strengthening the strength of discipline inspection and supervision cadres,and strengthening the education,supervision and management of discipline inspection and supervision cadres.Strengthen the rule of law,civic morality,publicity and guidance,and punishment;We will improve the methods of discipline inspection and supervision assessment,optimize the process of handling real-name reports,strictly accept the scope of complaint reporting,flexibly grasp the "four forms" of supervision and discipline enforcement,improve the system of fault tolerance and correction and clarification and correct name,optimize resource allocation and joint cooperation,and rationally utilize electronic networks and technological means.Through these measures,it is expected to improve the pertinence and effectiveness of the grass-roots discipline inspection,supervision and petition work,and promote the construction and development of a clean and honest government.
