Study On The Paths Of Maintaining Stability Of Community-Level Social Management

Stability is a prerequisite for reform and development. The stability of community-level is the foundation of national stability. In a sense, the stability of community-level directly determines the development of China’s economy and society, and even the success or failure of the great cause of socialism. However, at present the situation of maintaining community-level social stability in our country is not optimistic. In a new era when the demands for interests of the public and society diversified, once the public cannot express their own demands for interests effectively and smoothly, they will trigger group event easily. Thus, the demand for our government’s ability to maintain stability and handle emergency becomes higher and higher. As a single subject in maintaining stability, the community-level government is under the pressure of "one veto vote" assessment and so on. There would be situations in which the goals of maintaining stability deviate, the methods of maintaining stability go crude and the costs of maintaining stability surge. These situations usually intensify conflicts and put the basic work into a strange circle:The more maintenance you add, the less stable it will be. All the problems above not only affect the pattern of local stability, but also weaken the party and the government’s credibility, damage the image of the Party and country. Therefore, there will be great theoretical and practical significance to draw lessons from foreign experience, combine these lessons with the reality in China, strengthen the innovations in social management, and choose an effective path in maintaining stability scientifically.This thesis based on the basic theories on government’s social management and the maintaining of stability. It tries to state the problems in the subjects, costs and goals in stability maintenance. This thesis takes L District of Tangshan, the most representative community-level government, for example and analyzes the problems which includes the irrationality of costs, the simplify of subjects, the short-termism of goals and the crudeness of models in maintaining stability. It also analyzes the exploration and practice of this district in social management as well as the innovations in stability maintenance. In this way, this thesis tries to seek out a path which can improve community-level government’s abilities to maintain social stability, promote the transition of local government’s functions and the harmonious development of our society.
