The first chapter is the introduction part, the second chapter for the full analysis of relevant theoretical basis and policy evolution; Third chapter PI county transfer of collective construction land circulation mode, with the national laws, regulations and policies, and the comparison of collective construction land circulation mode; In the fourth chapter in view of the local government in PI county in the collective construction land circulation function analysis of actual investigation and study, concluded that the successful experience in PI county government in land circulation and problems; The fifth chapter puts forward policy Suggestions, find accurate positioning function. It is concluded that local government function orientation should be for the collective construction land market, the managers and server rather than trading main body.
