It has been over 200 years since Brazil left the rule of Portugal, and it just was about 40 years later than the independence of United States. However, the modernization of Brazil has not made substantial progress, and the unbalance-development of domestic regional is serious, what’s more, the extreme polarization between the rich and the poor needs to be solved. Compared with the developed countries, Brazil has a long way to go. As the most powerful and the representative country in Latin America, the research about Brazil’s modernization is very important to the area study, meanwhile, it has a very important reference value to the modernization development dilemma of the whole region in Latin America.This paper choose the neoliberalism as the main theoretical framework. On the other hand, the combination with some popular economics theories and development theories, aims to make a deep analysis to the failure of Brazil’s modernization. In terms of research object, this paper choose "The Real Plan" as the basement of paper’s demonstration, and choose the Cardoso government period (1994-2002) as the main time-node. Then,the paper will prove the inevitability failure of Brazil’s neoliberalism reform through the deep and comprehensive analysis about the background, the implementation progress and the consequences of "The Real Plan". In terms of the research methods, the theoretical demonstration is the key,while the relevant dates are also very important. What’s more, this paper quote many theoretical terms, such as "modernization theory", "structuralism", "the Reaganomics "Washington Consensus", etc, it aims to emphasize the enormous harm to Brazil’s modernization which was from the neoliberalism, then make a forward reveal that the western developed countries use the neoliberalism theory to control and plunder the economic fruit of Brazil and the other Latin American countries.The neoliberalism reform in the Cardoso government period led to the currency crisis in 1999 and the financial turbulence in 2002, then the modernization which dominated by the neoliberalism failed and the Brazil’s liberals lost their ruling status. The last part of the paper tries to analysis the new path of Brazil’s modernization. It makes a preliminary inquiry to the PT which is the representative of the Left in Brazil and a new development paradigm called "liberal neo-developmentalism". On the other hand, the inquiry provides some feasibility countermeasure suggestions to Brazil that how to thoroughly get rid of the neoliberalism.
